Mr. William D. Greenlee
Founder, Greenlee Partners LLC, Harrisburg

Mr. Greenlee is the founder of the Harrisburg–based government relations/business strategies firm of Greenlee Partners, LLC. Early experience in newspaper, radio and television in Waynesburg, Manassas (VA) and Harrisburg eventually led to his involvement in politics and government. He currently is semi-retired.

Mr. Kim E. Lyttle
Vice President for Public Affairs, National City Bank of PA, Pittsburgh

Mr. Lyttle is the vice president for public affairs of National City Bank of Pennsylvania, a multi-bank holding company headquartered in Pittsburgh. Mr. Lyttle is a graduate of Indiana University of Pennsylvania and the Graduate School of Banking of the University of Delaware.

Ms. Marion Carey Alexander
Community Leader, Hummelstown

Volunteering for Harrisburg organizations since 1968, Ms. Carey Alexander has founded arts, science and human services programs. She has been instrumental in raising funds to build Whitaker Center in Harrisburg and, more recently, a new facility for WITF public television and radio. Other current activities include serving as chair of the board for United Way of the Capital Region, advisory and Keystone boards of Goodwill, development chair of Susquehanna Arts Museum, vice president of Family and Children's Services, the Dauphin County Library board and Allied Arts board.

Ms. Kelly S. Lieblein
Vice President of Strategies Accounts – Highmark Blue Shield, Camp Hill

Kelly S. Lieblein manages Highmark’s largest customer in Central PA. She has over 25 years of experience in health insurance and health care administration with expertise in the areas of finance and operations. A certified public accountant, Ms. Lieblein is a graduate of Indiana University of Pennsylvania.

Mr. John Bolger
Community Leader, Camp Hill

Currently retired, Mr. Bolger served as the vice president of member services, secretary and assistant treasurer of the Pennsylvania Bankers Association. He was appointed by Governor Tom Ridge to the State Ethics Commission, serving as vice chairman of the commission in 2002. Mr. Bolger has a bachelor's degree in business administration from the University of Notre Dame.

Ms. Marcella Daniels Gibson
Chief of Staff, Senator Vincent Hughes, Philadelphia

Ms. Daniels Gibson currently is the chief of staff to Senator Vincent J. Hughes in his district office. She also oversees the James Hughes Golf Classic, the annual golf outing that funds the James Hughes Memorial Scholarship Fund. She attended Penn State University and earned her degree from Temple.

Ms. Sandra Loy-Bell
Chief Executive Officer – Skelly and Loy, Inc., Harrisburg

Ms. Loy-Bell is responsible for planning, directing and supervising the activities of the firm including strategic planning, business development programs and the marketing department. She is also actively involved in the company’s day-to-day operations. Ms. Loy Bell is a graduate of The Pennsylvania State University with a degree in marketing.

Ms. Lorina Marshall-Blake
Vice President – Government Relations, Independence Blue Cross, Philadelphia

Ms. Marshall-Blake is vice president of government relations for Independence Blue Cross in Philadelphia. Among her affiliations are the United Negro College Fund, Greater Philadelphia Chamber of Commerce, and the Governor's Advisory Committee on African American Affairs, to name a few. She received a bachelor's degree from Antioch College and a master's in Government Administration from the University of Pennsylvania. In 1999, she began a master's of divinity degree at Eastern Baptist Seminary. Ms. Marshall-Blake also serves as an associate minister and member of the board of the Vine Memorial Baptist Church in Philadelphia.

Ms. Jessie Pincus
Director – Children's Resource Network, West Chester

Ms. Pincus is the director of the Children's Resource Network, responsible for overall direction, management, administration and development of program goals. She earned associate degrees in administrative justice and social welfare at Temple University and a bachelor's degree in early childhood education at Antioch University.

Ms. Betty Silfa
Vice President for Commercial Banking – Citibank, Berwyn

Ms. Silfa is responsible for offering a broad range of commercial products including lines of credit, term loans and commercial mortgages in the Chester, Montgomery and Delaware counties. Ms. Silfa has a degree in Business Administration from Pace University in NYC and a Human Resources Management Certificate from Villanova University.

Mr. Nelson A. Swarts
Lewisberry

After retiring from IBM in 2000 with 32 years of service, Mr. Swarts served PASSHE in various positions from 2000-2007. Most recently he was the Director/CEO of the PASSHE Foundation, retiring in December 2007. A graduate of Bloomsburg University of PA, Mr. Swarts serves on many community boards including: the Hospice of Central PA, West Shore YMCA, and AmeriChoice Federal Credit Union. He also serves on the Bloomsburg University College of Business Advisory Board and the Bloomsburg University Foundation Board of Directors. In his spare time, he is a volunteer swimming coach at the West Shore YMCA.

Mr. Michael Varano
Managing Director – PFM, Harrisburg

Michael Varano, has been employed by PFM since 1985 and is responsible for trading and management of fixed income portfolios totaling over $11 billion. Mr. Varano is a graduate of Bloomsburg University with a degree in accounting/business administration.

Mr. Stephen P. Winterstein
Managing Director – PNC Municipal Investment Group, Philadelphia

Stephen P. Winterstein leads PNC’s Municipal Investment Group, overseeing credit and quantitative research, trading and portfolio management for over $1.6 billion in assets. As a member of the PNC Investment Committee, he is responsible for establishing tax-exempt municipal fixed income strategy for the firm’s clients. Mr. Winterstein earned a B.A. in economics from Millersville University and an MBA from Lehigh University.
